What bandwidth management software covers.
Bandwidth management is a broad category, and most of it operates inside your own network. It is worth separating the three things the term usually refers to, because they solve different problems and only one of them affects the invoice.
The distinction matters commercially. A dedicated circuit is billed on its committed rate, not on the traffic that crosses it, so reducing usage does not reduce the bill by itself. The committed rate has to change, and it has to change back before demand returns.
